DESCRIPTION:

National Highway System Funds may be used to construct pedestrian walkways on land adjacent to any highway on the national Highway System (other than an Interstate Highway). These pedestrian facilities must be located and designated pursuant to an overall plan developed by a Metropolitan Planning Organization (MPO). Local communities, in conjunction with their MPO, work with the State transportation agency to determine the eligibility of a project and availability of funds. Projects must be included in a Transportation Improvement Program (TIP) for the metropolitan area and in the State Transportation Improvement Program.
