This report focuses on two questions: What are the safety effects of increasing the number of people who walk and bicycle? and, How effective are pedestrian and bicycle facilities in reducing the risk to pedestrians and bicyclists from motor vehicle injury. The difficulty in quantifying risk, which leads to ambiguity in danger levels, is explained. The safety impact of features including sidewalks, grade-separated crossings, crosswalks, signalization, roadway lighting, one-way streets, and education and enforcement is explored. A study to evaluate the combined effects of neighborhood traffic control measures on pedestrian accidents is proposed. A list of references is included.
