The Members of the Commission on Structural Alternatives for the Federal Courts
of Appeals:
Retired Supreme Court Justice Byron R. White served as an associate justice of the
Supreme Court of the United States from 1962 until he retired in 1993.
Judge Gilbert S. Merritt has served as the chief judge of the U.S. Court of appeals for the Sixth Circuit and as chair of
the Executive Committee of the Judicial Conference of the United States.
Judge Pamela Ann Rymer served as a district judge in the U.S. District Court for the Central District of California
before being appointed to the U.S. Court of appeals for the Ninth Circuit.
Judge William D. Browning has served as chief judge of the U.S. District Court for the District
of Arizona and as a member of the Judicial Conference of the United States.
N. Lee Cooper is the immediate past president of the American Bar Association
(1996-1997) and is a partner in the law firm of Maynard, Cooper & Gale in Birmingham,
Alabama.
The Commission has appointed Daniel J. Meador, the James Monroe Professor of Law Emeritus at the University of Virginia, as Executive Director.
