TITLE: Government Economy and Spending Reform Act of 1976,
Hearings to consider S. 2925, the Government Economy Reform Act of 1976 to: Require reauthorization or termination of all Federal programs every four years, with the exception of health care and retirement services programs funded through trust funds.   Establish a schedule for Government programs reauthorization over a four-year cycle, specifying functional groups of programs to be examined each year. Establish timetables and executives and legislative responsibilities for zero-base review of programs, including identification of all programs with duplicative objectives or having no expenditures during the past two fiscal years, and review of active programs to determine appropriateness of their continuation and needed spending levels.
