Effective March 19, 1999 the
Commission on Structural Alternatives for the Federal Courts of Appeals completed its
business and ceased operations. This Website will be maintained in its current status
through the current session of Congress. Questions regarding the Commission's work,
including requests for copies of the Commission's Report or its Working Papers, may be
